Starksboro Town Commissions

Selectboard:
The Selectboard serves as the main legislative body for the town. It has general supervision and control over town, enacts ordinances, regulations and policies for town, oversees town property and personnel, presents and manages budget, oversees roads, including laying out, discontinuing and reclassifying roads, sits as local board of health, liquor control commission and sewer commission.

Planning Commission:
The Planning Commission consists of 7 members that may be appointed or elected by decision of the municipality. The members of the board are responsible for developing and proposing to the Town Plan, Zoning By-Laws, and Subdivision By-Laws to the legislative body. Additionally, the Commission prepares a recommended capital budget, undertakes “capacity studies”, and participates in a regional planning program unless there is a Development Review Board, the Planning Commission makes site plan and subdivision permit decisions. The members of this board should be knowledgeable on all aspects of the town and be able to listen to many sides of an issue.

Zoning Board of Adjustment:
The Zoning Board of adjustment has between 5 and 9 members appointed by the legislative body. The Board holds “quasi-judicial” hearings on applications for zoning permits, conditional uses, variances and appeals from decisions of the Zoning Administrator.

Conservation Commission:
The Conservation Commission is created by a town vote or by a vote of the legislative body. This non-regulatory commission has between 3 to 9 members, and serves as an advisory board. The Conservation Commission does inventories and conducts studies on the municipal natural resources. The commission can also administer town lands for conservation purposes.

Development Review Board
The Development Review Board replaces the Zoning Board of Adjustment. They have similar functions as the Zoning Board of Adjustment, however they also hear subdivision applications. The Development Review Board provides the Planning Commission with more time to plan.

 

Listers:
Listers are responsible for property assessment within the town and develop the “Grand List” on which property taxes are based. They “determine the "fair market value" of the personal and real property and set it in the grand list book at 1% of that value.” 32 V.S.A. § 3482.
